ITU launched the Child Online Protection (COP) initiative in November 2008 within the GCA framework aimed at bringing together partners from all sectors of the global community to ensure a safe and secure online experience for children everywhere. COP aims to tackle Cybersecurity holistically, addressing legal, technical, organizational and procedural issues as well as capacity building and international cooperation.

Key objectives of COP:

Identify risks and vulnerabilities to children in cyberspace
Create awareness
Develop practical tools to help minimise risk
Share knowledge and experience

ITU has worked with COP partners to develop the first sets of guidelines (available in the six UN languages) for the different stakeholders: Guidelines for Children on Child Online Protection, Guidelines for Educators on Child Online Protection, Guidelines for Industry on Child Online Protection and Guidelines for Policy Makers on Child Online Protection. With these guidelines, the COP initiative calls upon all stakeholders to promote the adoption of policies and strategies that will protect children in cyberspace.

In 2010, the President of Costa Rica, H.E. Laura Chinchilla, became the new patron of COP. Together with Costa Rica, the ITU Secretary-General launched the COP Global Initiative with high-level deliverables. This Global Initiative was designed to implement the four sets of COP Guidelines.

News update on ITU’s COP Global Initiative

Geneva, 17 November 2010 - A new phase of concrete activities for ITU’s Child Online Protection (COP) initiative will encourage the development of national COP centres, awareness campaigns and community forums to create a safe environment for young users of the Internet.
